On behalf of the mayors and city transportation officials who manage the streets, transit networks, and infrastructure that millions of Americans use every day, we write to offer our perspectives on the positive changes made by the BUILD America 250 Act as well as key changes to the bill we hope to see as Congress continues work on a long-term surface transportation reauthorization. While we welcome the continued federal investment and partnership, we believe a long-term federal reauthorization of our nation’s surface transportation programs should do more than extend or consolidate existing programs; it should position American cities—the heart of our economy–to meet the transportation challenges of today, tomorrow, and future generations.

Climate Mayors, C40 Cities, and ICLEI urge NHTSA to maintain the existing Corporate Average Fuel Economy (CAFE) Standards for passenger cars and light trucks, set in 2024, rather than adopt the SAFE Rule III. Cities, towns and villages across the United States rely on these federal protections to shield residents from climate and air pollution harms and to support their own investments in EVs and charging infrastructure.

Data centers highlight the broader challenge of managing growth while meeting climate and sustainability goals. This Climate Mayors resource equips mayors with the tools they need to shape data center development to reinforce—rather than undermine— local climate, energy and community priorities.

In 2018, Climate Mayors launched an EV Purchasing Collaborative which has expanded from city governments to include county governments, transit agencies, port authorities, colleges and universities. Collectively, we have committed to purchasing over 4,000 EVs. The Collaborative is an unprecedented cooperation of Climate Mayors cities to leverage their collective buying power and accelerate the conversion of municipal fleets to electric—sending a powerful signal to the global car market and helping America to maintain its commitment to the Paris Climate Agreement.
